Does siphoning stikes contribute dps when it 'steals' an opponents health?

Basically what it says, but does this ability contribute any damage at all? I dont think ive ever noticed anything other then the added sustain.

✭This skill does not actually steal health, it just grants a flat amount of healing and resources on light and heavy attacks. No dmg at all.5
