Not true, my stam is maxed out and I get knocked off my horse everytime I aggro. I am not complaining about it though, it would just be more immersive to add a mechanic for enemies to avoid you when the zone has been previously been beaten out and exhausted what it has to offer. It would promote more players to do more zone quests beyond 810cp.
