I can see in a few years maybe when/if the game population is really starting to suffer and they decide to pull that out of a hat to try to give the game one last gasp of life. But certainly no time soon.

And in its 6 year lifetime, ESO has not once been "balanced" to the players' satisfaction.
Why is ESO the only MMO where adding new skills is such an outlandish idea?
