Why is FPS connected with connection/server quality?

I mean, why is video rendere waiting for data from server? Let it render what is possibe and on next update of data obejcts can move.
That way we will have smooth movement and play with FPS capped to our hardware without drops to 20 or even 10 fps.

Because you want your character's movements to interact with other things. Some of those other things aren't controlled by you, so the game has to wait for their data.

Yes, you could swing your weapon smoothly through the air where another character isn't, but why? At least the reduced frame-rate gives you visual feedback that you're not up to date with events.

    This is not true.
FPS is not directly related to networking at all.
If you ever noticed, you can still run around for a while before losing connection, and you sure as hell will have the asme fps. You just can't unteract with anything for obvious reasons.

    It's not.
But your client cannot do certain things without a response from the server so you will get occasional "stops" while that happens. You really can't change this without some really serious rubber banding(like teleporting back to the keep you left 60 seconds ago).

Server/route lag and client/pc lag are very different. Most people assume any lag is server whereas most lag is actually your pc/client. Server lag appears as if you paused the entire game but your character or had a real "time stop" spell. Your character can move in the local environment but everyone and everything else is frozen in time. If you try to move out of the local area or interact with your surroundings you wont be able too. This is because you are not receiving "state" updates from the server.
So the client is waiting on the state of the local environment such as NPCs, players, nodes, positions of such etc. When you experience lag in this state all characters, npcs, animals, etc will appear to freeze frame together while you can still move normally. This can be caused by the server but can also be caused by a problem on the route from the server to your client. If its caused by the server, it will be widespread and you will see these forums explode.

All other types of lag on local...on your system. And these may be caused by various things from antivirus running a scan to playing a computer with integrated graphics. Unless you built the system yourself or you had it custom built by a factory, it is likely it was built with bottlenecks. Consoles are particularly notorious for this as they try to have the selling point of " Computer quality graphics for a quarter of the price". The problem with that is they have a souped up graphics card and the rest of the system is garbage and cant support it except inside a very small box of rules.

Computer manufacturers do the the same thing. There big ones are the processor type, screen size, and HDD size, though the bigger HDD is usually slower than a 120 year old turtle with arthritis.

I always have HP or Dell or such custom build my computers and then i design them so they are well balanced. You dont need a high end system to play video games, you need a well balanced system to play video games. All that money people spend on high end components because they think they need it to play games are just throwing away their money. They might as well run those bills through a paper shredder.
