I keep getting that message on the launcher after the update, I close it and it just updates again with the same error code and gives me the option to repair, so I repair and the same error code and it just goes around in circles. I am completely sure I am not running any ESO since I have checked in task manager. So what do I do ?

    Okay as this problem as well as so many other problems have not been fixed or even replied to, I'm out. Subscription is being cancelled, nice work on customer support ESO.

    Go to your task manager and close all ESO application files running.
