I've been using this quite a bit recently, and it's pretty good since it can be used at a distance and up close at the same time while fearing multiple people.

I use to use that skill when I was trying to walk someone into a bomb. Like id sit on soul tether and merciless so when an aggressive melee spec closed the gap they'd eat the arrow, th fear, and then the tether. Also in healing specs to control flags. Fun stuff.
