One other thing I do in regards to picking a campaign is to find the one with the most color for my alliance. While you can still run into gankers I have found it to be far less than even an empty instance since the PvP'ers tend to keep those players away from the quest givers.

Going in wearing full sneak gear (Darloc Brae, Night Mother's Embrace, Night's Terror) the detection range is so small that people have to almost be on top of you to reveal you. With 4th stage vamp passive you can sneak-run the whole way doing the Scouting mission. You can use Major Expedition without revealing yourself.
Most time consuming, but safest way to get tickets.

I'm a PvE player, I don't like PvP in this game but I don't mind to be killed by doing this event (if I do it).
PVPer need their little pleasure too, they don't get much love from ZoS tbh.
Maybe cuz they cry a bit to much about Nerf this and that.
But I hope for them to get more content later.

More event relative too PvP would be nice for them, we got a [snip] in PvE, give them some where you need to kill people or take some location Idk.

Also, for PvE player : You don't need weird sneak strat to get ticket, I've unlock every location and quest in Cyro and never sneaked once.
I got kill 1 time in 3 day of exploration.
If you avoid big fight area, you don't really have to worry that much.
