They do it to increase the lifespan of a zone, which makes perfect sense. You could see it quite clearly with Murkmire. There was peak interest at launch, that died down over the holiday season, then was boosted with the release of the Elder Argonian motif. You need this to happen if you don’t want older zones like Clockwork City, Hew’s Bane and the Gold Coast to feel like ghost towns to new players. They could also increase zone activity by adding the zone to dailies in Thieves Guild, Dark Brotherhood, Undaunted delves and Mages Guild dailies (not really an option for Fighter Guild as these are all about destroying dark anchors).
If you give everyone everything at the beginning, they will simply gorge themselves like fat children at a party and the zone will be a vacant lot 2 weeks later. And that’s not healthy (for the game or the fat children).
Who knows, while you wait for the Skyrim nostalgiafest, you might want to come back and it’s nice to have something new to come back to.
