maybe because adding challenging content makes competent players play more?
your statement of 2% is as wrong as if i've said that only 2% don't play dlc dungeons
ESO is a great game with all sorts of content from 1st person RP light attacking outdoor
quests to hardest trial achievements and i love it. 4 dungeons per year is just exactly
what i'm enjoing while copleting HM blind runs with my wife and friends
(no tactics spoilers, just you, the dungeon and HM achievement on the day of release)
on other side anyone who starts all this "iknow better what zos shoud focus on so do as i said!!!!!!!"
just make me laugh...
