Class with best passives - No class abilities

I've been contemplating doing a character that just uses weapon/guild skill lines and ONLY passives from their class...

So what class gives the best passives for this?

Do skills that you slot but dont use count as not using class skills?

Edit: you are aware you wont be able to level up the skill lines for the passives without slotting the class skills, right?

I am aware they need to be leveled up to get access to the passives so I plan on leveling them up as normal then resetting so that no class skills be slotted at all.

    Mag or stam?

    Haven't really thought about that....

I guess it would be between NB, Sorc and Templar as they seem to give the best non class required passives around resources or damage bonus...

Nb - u get 15% recovery for mag and stam, also you will be able to proc the class unique passive (6% crit chance) without slotting any class skills.
Sorc-10% mag regen, 6% cost reduction, 15% ult cost reduction, 5% lightning and phisical damage.
Templar - 6% weapon damage, 6% cost reduction on everything, 10% crit damage, resurrection bonus.
    Warden - not much.
DK- 6% more dmg on aoe fire abilities (wall+rune) cost reduction on poison abilities, mag and stam when u apply burning/poisonous, resources back on ultimate usage (battle roar).
    Necromancer- dot damage.
    I might have missed something

Off hand some of the best class passive require at least slotting skill.

NB Hemorrhage and Pressure Points require having an assassination skill slotted to get the passive. That is just an example.

While offhand I cannot think of any I do expect there are some class passives that do not require a skill being slotted let alone used but I expect that list to be limited and probably not very strong.

i.e. NB Catalyst grants ult when using a potion. Sorc has ult cost reduction, increased magicka regen, mag/stam cost reduction, and an increase in shock damage.

I am sure there are more but that is a few passive that are pretty good that do not require class skills being slotted or used.

This is pretty much what I was thinking... doesn't DK give you a blocking bonus as well in one of their lines as a passive?
could be useful if I go sword and board...

Yes but i assumed you wanted to deal damage, so i didnt count in passives that are connected to tanking/healing
