I've already done half of the thieves guild questline and am at 4 in that skill level, but the tip board says I can't do it yet. Does anyone know why? Or is it bugged?

Quick question: if you're on pc, and have access to a mod that chooses only a covetous countess quest? Should that be the case, merely disable the add-on, or add-on function, for that, then reenable after finishing it. That is a common problem, honestly.
