Steam will refund to the steam wallet, so he wouldn't get the cash back anyway. All of the steam refunds I've tried to have put back on my card were rejected for some reason or another. OP, be careful.

Tell them you already have the base game; that you meant to buy the upgrade version, but you accidentally purchased the full version, and you'd like to switch to the upgrade version.

They gave me a choice on getting the refund to my wallet or bank account. I've done 2-3 refunds and all have went back to the card I used. You must have ran into some kind of glitch or something weird.

It takes a few hours to a couple of days usually if its going to steam wallet. It is a weekend so i dont know if that changes anything.

Steam should refund since its pre ordered, or you can ask for a switch on the upgeade.
