Yeah, it was discussed. High King Logrolf was really close with the Second Empire but when the Morag Tong killed the Emperor they also killed some of his allies, including Logrolf. His daughter Freydis was recognized by the Crown of Verity and was assumed to be the next High Queen but she didn't get chosen as the next High Queen by the moot.
Instead Jarl Svartr of Solitude was chosen, who then claimed that Freydis was an illegitimate daughter of Logrolf and has no right to the throne. That's how Skyrim split up into East and West, each following their own High King/Queen.
Fast forward a few years. Svargrim, a descendant of Svartr is ruling over Western Skyrim and doesn't join the pact. He is very old and we can assume, Jorgrim was his name I think, is his son and inherrited the throne in Solitude over Western Skyrim.
So no, we don't know Jorgrim, but we know about his lineage.

Thanks! When in the game does it get discussed? I probably glazed over it doing Cadwell’s.
Phrastus of Elinhir says, “Shortly after the Second Empire dissolved into chaos, High King Logrolf of Skyrim was assassinated. The succession was disputed, and the kingdom of the Nords split into East and West Skyrim, with the west being ruled by the Jarls of Solitude. King Svargrim has ruled West Skyrim since 561, and though aging, is still hale, and shows no desire to give up the throne.”
