They used to have this, but a Duplicating bug occured and it pretty much wrecked the economy for a short period of time.
There is a client side PC addon that does this. But it just automates the operation of withdrawing, stacking and depositing again.

You forgot the part of waiting on previous requests and ending up with some of the items in your inventory

I can understand that it will occur, but I think it would be less aggravating if a message were displayed to let you know the previous request had finally been processed. Instead, you usually have sit there trying again and getting the message again until you finally don't get the message again.

Anyway, before I deposit anything (usually recipes, blueprints, etc.), I check to see if it's already in there. If it is, I withdraw it, stack my items, then deposit it. And if I see any unstacked items, I withdraw them, stack them, and deposit them.
It's a right royal pain in the posterior, but it seems like the only way to keep unstacked items to a minimum is to let the guild members stack items as they deposit them-- and pray that everyone is honest and trustworthy.

Waiting on previous request drives me berzerk.
I'm sure it could be re-implemented the way the add-on does it. Pull the individual items, combine in player inventory and replace as single stack. It would require withdrawing privilege that way, but just giving the re-stacker some automation on console platforms would be appreciated, wouldn't it?
