I'm thinking accounts that end up in Cold Storage are unlikely to ever be logged back in and the owners have forgotten about ESO.

Absolutely I hate "name squatting" If you're not planning on playing a game for years or as you put it. Being put into cold storage. I think the name should be freed up. You're not playing the game currently. Why should you be allowed to hold on to those names? What? just because.

You know, it was only yesterday i actually discovered Character names has a 'somewhat' bit of a use when someone in chat addressed me by my characters name and not my Console accounts Username. I asked "How the hell did you know my character name when we're no where near each other?" and they said they have their settings to show charactaer names in chat, not account names.
I literally always thought Character names having to be unique across the entire game was absurd when i first joined at the release on ps4. So if someone else had the same character name you couldn't, i never understood why, now i do, and i still think it's an absurd direction they went.
I changed my chat to show characater names temporarily, it shows a blank white head silhouette beside all names in chat and i promptly changed it back to account names.
And come to think of it i think i've witnessed a account/character name in chat confusion a few times in the past where someone asks "who is X" when X has been talking in chat for a while and they threw out some other name no one had seen in chat but X had already left so they wouldn't be able to have confirmed it etc.
