Don't worry about the all time worst performance, a class release with broken skills last chapter, an unplayable EU megaserver, a broken activity finder, hundreds of re-occurring bugs, cancelling of events, etc. You've got plenty of re-skinned cash shop sales to spend your money on so you can look pretty while you wait in ques that don't work.
My guess - and highlight it's just my guess - there is a limit how many dungeon instance can run at the same time, mainly because of any given hardware infrastructure only able to run a finite number of instances before it gets overloaded.
So if at peak times people queueing for more dungeon then how many instance can be allocated, the people not actually waiting for the group formation but waiting on the availability of dungeon instances, thus even pre made 4 people groups have to wait until one instance becomes free... This would explain why sometimes queueing works and why at peak times it doesn't...
If this is the case as I suspect, then no GF rewrite going to fix it, ZOS will have to invest money into getting more servers to run more dungeon instances.
