Are Drinks/Foods bugged?

I have tried multiple drinks/foods and stat sheet always shows significantly less than tooltips.
Can someone clarify if this is bugged?
For example ghastly eye bowl shows a tool tip of 4592 max magicka and 459 Magicka recovery.
However, once active the stat sheet shows 4200 max magicka and 420 magicka recovery.

Cerotonin✭✭✭I think it’s just the sheet that’s bugged. I was told that the correct values are actually applied to your character. Then again, I’ve never checked to see if this is true.0
