Are Drinks/Foods bugged?

I have tried multiple drinks/foods and stat sheet always shows significantly less than tooltips.
Can someone clarify if this is bugged?
For example ghastly eye bowl shows a tool tip of 4592 max magicka and 459 Magicka recovery.
However, once active the stat sheet shows 4200 max magicka and 420 magicka recovery.

✭✭✭✭✭It's just a tooltip error. If you take note of your stats before and after you use drink/food you will see the increase is correct for what it listed at.0
