According to the experiences of several guildies, no they're not. Even when you get to a real person (if you can stomach the who knows how long back and forth to get there) their tickets were closed with a, "you do not fulfill the requirements" brush off though I know they did because we went "ticket hunting" together and I got mine, so they should have gotten theirs too.
I've been lucky and have yet to miss any tickets, but after seeing how they were fobbed off I'm going to save myself the aggravation of trying to talk to support as it will likely be meaningless.

(not sure if it makes a difference, but my boss fights have been anywhere from 1-3 people. No huge crowds.)
