The Shadowy Supplier is something you get access to in the Dark Brotherhood skill line. You can find him in every Thieves Den and gives you daily poison reagents and other stuff like cloaks that temporarily hide you from guards.0 -

Remains-silent is a her, but otherwise correct. Here is a list of all she can give you, depending on what option you choose when talking to her.2 -

An achievement that requires 30 Dragonguard daily quests completed unlocks the chest. Here is a forum post about the it:
