I know that I have unlocked this but for whatever reason Im unable to create a Breton in the Ebonheart pact or any race out of their alliance for that matter.

    I've had ESO+ since 2014. A new friend is buying the game. How does he get Any Race, Any Alliance these days? Which package should he buy to get this?

    No version of game purchase includes it. He can buy it through the in-game crown store for 2k crowns.
