Well, there's Central Elsweyr, but that's just for Khajiit.
There are also plenty of sewers, so maybe people just do their business over those manhole covers.

Did you notice ESO has many NPCs you cant kill or steal from them? But what if you're out and about?

And children wouldn't add anything to the game, it was a good move to leave them out entirely, even to the degree of not mentioning them.
Saved zos having to explain why they chose to include children in a game where you can kill civilians at a whim and therefore not having to take any moral standpoint.

WoW definitely has children. Lot's of them even and much to my surprise they aren't annoying or in the way like the ones in Skyrim were. So it definitely can be done, but do you trust ZOS to succeed on that front?
