Says nothing about it in the tooltip, but there's an AD Emperor in my Campaign that does nothing but spam it and I swear I can't do anything about it. Damage still hits me through a Roll Dodge and has insane reach. It feels like the new FOTM with how abused it is.

It's an AoE like steel tornado so no, it can't be dodged and that's indended (since AoE damage isn't dodgable in general). + Power Extraction was nerfed after actually being good/decent for one patch, so I doubt it's nerf worthy again.0
