Play destro (fire) / resto. DW and 2H are pretty much dead for magicka.

In PvE you’d be fine. Even in dungeons. In PvP main hand nirn off hand crusher Sharp wasn’t bad at all. However in PvP you’re gonna want to run Ele Drain. A full glyph is better than a half strength one and 8% is higher than 6%.

To follow up on it more, it is viable for basically all PvE combat, except some of the DLC HM. It is only a 60k parse because I was feeling very lazy, my light attack ratio was atrocious. However, on that note. You lose a lot of light attack damage by double dipping, so you may want to consider this.
I am speaking as someone who has mained a 2H / resto melee magblade since forever. If you want to be effective, you can't get around the fact that 2H / DW / 1H+S light attacks scale with your weapon damage (in other words they are wet noodles) and that you need to be in melee range. Ranged light attacks are easier to land and staying at a distance is safer. A fire staff gives you +8% single target damage, putting you into the same ballpark as 2H or DW, despite lower spell damage. If you want to play DW/Staff, then play DW/staff. Don't let someone else influence what you do. Try it, if you don't like it, then switch.

When I switched to destro, I persisted with Concealed Weapon and Zaan in PvP for a while. Then I switched to a mixed melee / ranged build, where I only go into melee range for my burst. It works better.
Sure, if you only care about RP and aesthetics, play anything you want. Open world, play anything. Dungeons run the gamut, though. For the harder DLC vet mode ones, I would run destro. In an organised group, probably double destro. For a more casual / PuG setting, destro / resto may be best. I belive vet Frostvault is the most difficult dungeon. Haven't done that, but I have done vet Scalecaller. I don't think I'd hamper myself with melee on a magblade in that one. Easier, non-DLC dungeons, sure, why not. Anything goes.
It really comes down to where the OP draws the line of what hardcore endgame stuff is. They mention dungeons. If that means they will limit themselves to non-DLC dungeons and non-vet DLC ones, they are probably OK playing anything. As a rule of thumb, I'd recommend going with what's most effective for vet DLC ones, though.
Just a question, what exactly do you hope to gain from using DW on mag NB?
I can see the case for melee mag classes that don't have native access to major evasion, but for mag NB...?
I use DW for managing stam, animation cancelling, and for taking advantage of off balance. If you are using it for that purpose, then... it is effective even against the "pros" because it adds a random and trick element to combat.

The last DW passive grants a straight 6% damage increase when wielding two swords. That is it. Just 6% damage (3% a sword), hence inferno staffs are usually considered better because they grant an 8% increase to single target damage, which most abilities are.
Kaveman has it right. You can use it all you want for overland PvE. But it is not advisable for any serious group content. As for PvP it still works but your burst damage will be lower due to the basic attacks we weave in would hit like a wet noodle.
Staves are better in all situations. But for tooling around do what you want.

Sure it isn't "optimal", but that doesn't mean it isn't viable. Yes, realistically speaking, you lose a lot of damage from light attacks, but not all damage comes from light attacks. It has the dps to pull it own weight.
