Weird variation in graphics fideility

This might be purely subjective thats why i was wondering if others made the same observation...
Sometimes i log into the game and the graphics are very crisp, sharp, very good looking (playing on 4k and max details #pcmasterrace), other times i log in and get the feeling that everything is kinda blurry and washed out, without any changes to my settings...
Which makes me wonder if its just my imagination or if they dynamically alter graphics fidelity within their attempt to increase performance and stability depending on population?

✭✭✭✭✭It could be a simple thing. Sometimes a cell just does not render correctly, and you get the LOD or long distance textures. There are a couple of areas where it happens more often, like outside of Vulkhel Guard. Most of the time it happens once, then not again. ✭✭I notice a lag in rendering once I'm in high population areas, crafting area in alinor for instance. Usually only lasts for a few seconds and then the textures finishing rendering. There have been rare occasions where they don't load completely, but those are usually followed by a ctd lol. It's not just PC though as I'm on xb1.
