I am not superbly good with technical stuff o:)

I need to send my computer to service and I am not sure if they will format everything. So is eso saved on server or do I need to save some files?

Plus I dont even remember my account password, does it ask when you install it the first time or logging into steam will be enough? From where do you recover this password? (I dont even remember my security question)

I am confused atm :D

Your ESO progress is all server-side. If you have to reinstall, you'll pick up where you left off.

The files you need to play the game are on your computer, but can be redownloaded as needed. For a reinstall, I'm pretty sure the reinstall can be done from Steam and the launcher, but I confess I have no idea about the password. You can try following the Support steps for resetting your password if you want: https://help.elderscrollsonline.com/app/answers/detail/a_id/4914/~/how-do-i-change-my-password?

If you have add-ons, those are also stored on your computer.

Thank you so much! :) Cant believe it actually worked, I recovered everything.

I have one last question, would it be ok to log in from another computer? As long as it is my account? I was hoping I wouldn't miss the new crate daily reward :)

Yes, that's totally fine. You may get an email notification that's essentially "Hey, a new device accessed your account, please confirm that was you." My SO and I did that for login rewards over the holidays last year and it all worked out.

For the future, I recommend using the addon Binder.
    It will save your keybindings.

mmos are usually all server saved, otherwise it would allow for cheating by altering saves

You may also want to put the "add-on" and "savedvariables" folders from the Elder Scrolls onlne live folder on a thumb drive so ou can just add them back into the game. It can save some time instead of downloading and setting them again.

This week I updated from Windows 7pro to 10pro because 7 support ends soon. (Surprisingly the free update still works!) Had to do the email code thing for both EU and NA at first login.
    Using the regular non-Steam launcher.

Steam allows making a back up archive of a Steam game and restoring it later. Not sure if it works with ESO or in general with a game which is regularily patched, game has to be up to date to make the backup at least. Might be worth a try with an external hd if one has slow net. (Not using Steam myself any more.)
