You cannot move anything between servers. Which means you have two options:
1) Keep playing on EU. You may or may not have a much higher ping (some people say it's fine, others say it's unplayable) but you will be able to keep everything you have.
2) Start over on NA. You do not have to set this up, just choose the server from the login screen before you put your password in. Anything you bought outside the game, like Chapters purchased from the ESO website or stores, will be available but your characters, items and anything purchased in the crown store will be gone.
Personally I'd keep playing on EU, but it's up to you.
Your account is already on the NA server. So it does not need to move. They will not move characters or inventory though. That you have to start over. BTW, many of us have played on both servers for awhile. It is not bad.

I have 1100 Cp 100m+ Gold 10 fully aquiped characters. I cant left them there))
