Not exactly. Morrowind was announced in January, but ZOS waited until late in March to announce Summerset even though everyone new about it because of dataminers. I believe they were planning to do the same move this year (later announcement so the hype has less chances to die out) but the chapter was datamined once again and they made the right call of officially announcing it in January instead of having us wait months for an official reveal again.

It that it would make sense we ere told about Morrowind early and Summerset late. Morrowind marked a change in content delivery as it was the first chapter. After that they probably went back to their standard of not discussing the next update until the last update has settled in. Their standard MO.
That method probably be lost with the current plans of tying all updates for the year into one story. Since dungeons come first they already have to give up some of the idea for the story when talking about the first DLC.
In the end, we find out when we find out.

You realize most companies across most industries announce when they're going to unveil new products. That's how you get your announcement to reach more people... surprise announcements would be pointless, stupid as you would call it.
There's nothing stupid about wanting your customer base to know when new information will be available about your products.
I swear some people hate just to hate. It's a good thing you don't work in marketing anywhere, because you would be out of a job in the snap of a finger. I would argue it's not ZOS who's stupid.... but I won't say who actually is for fear of getting in trouble on the forums

Zos is probably telling us know when that will happen to hold off the constant flow of threads asking. Yet I expect people will still create those same threads.
