When Do Dragon Ticket Drops Reset?

I thought all the evidence showed me they reset at midnight US Central time, including having some drop just before midnight and just after, in both north and south the one time I tried that.
Support is telling me it is tied to a delay from my last ticket drop.
Which is true?

Because I wasn't paying attention. Not the correct place. Perhaps someone can move it to the main area?
The tech support people need to be told this as they claimed otherwise (on the reset time).PC
