Have you replaced a sword with any other weapon type? Swords have a passive that boosts weapon damage. Are the quality levels of your new gear the same as the gear you replaced? Or are they lower/higher? There’s a lot than can affect your ending damage numbers.
The numbers found on eso info sites says the set only gives 481, over 100 lower than what you’ve written here.

If you have Combat Metrics, there should be a panel to screenshot your whole gear loadout
GOLD Agility + Shackle 2-piece: 335 Weapon damage
GOLD New Moon: 129 + 481 = 620
3330 - 3295 = 35
So you're missing under 320 weapon damage (since some things are not gold) which is about exactly 2 weapon damage enchants (depending on enchant quality)

Both swords gold, two agility rings are purple and the new moon armor is purple
