You're staring at a group of words looking for hidden meaning. Theyre hiring positions for ESO and other Projects. ESO has grown and that means bigger a bigger team. Other Projects means new games.
ZOS is making a new MMO, I doubt any of the new hires are additional resources for ESO.
If they were going to assign resources from their new IP to ESO, it would only be if the resource had completed their tasks already and had spare capacity, and in that scenario the studio would simply give them further work on the new IP.
ESO will unfortunately have to make do with the already scaled down lean resources that it has. Don’t expect anything different to what ZOS has shown us over the past few years.

When I left because the servers are in horrible state and I see them hiring a lead server engineer for "elder scrolls and other games" thier words not mine. I tend to think a little deeper than "oh common personel move". Doesn't mean I say is a bad thing or a good thing.

Yes, and it gets annoying seeing the same pointless discussion being launched in a duplicate thread. As you say, the hirings are for ESO and other projects, so why would anyone get either excited or afraid?
95% of my guildmates quit the game after Dragonhold and Elsweyr nerfs .
ZOS think they are right , up to them , they are the boss .
I still play this game bc it's free , I won't join plus anymore , paying for nerfs is too stupid .
But I think I will quit this game one day , when a new good MMORPG release on PS4 .

there are multiple jobs available, but they are not ALL for ESO.
And as with any large corporation, people come, people go.
Just in ESO we have seen Paul Sage, Nick Konkle, Lawrence Schick, and many others who developed ESO leave.
ZoS is just a small part of Zenimax Media, a multi billion dollar gaming company. Yes they hire, a lot! Yes, some of ZoS is working on a new IP, some were used in Fallout 76, I'm sure some are being used in Starfield and TES6..

That they run more then one project at an time eso, eso blades, fullout 3/ 4/ 76 , starfield, eso6, skyrim creation Club, tho it overloads them and makes them understaffed they have to no matter what work on more projects to keep investors HAPPY even when understaffed
They might see that its problematic and what to fix some of it by added more teams to work on things BETTER so having job apps is an good thing hopefully it will HELP THEM FIX THEIR ISSUES
