hi i was wondering oif there are any must have sets that can only be gotten if i have the dlc content im a stam necro bought to change to a magica necro. what sets and what dlc do i need to get them

All stam characters BiS setups require Relequen and the Bloodthirsty trait, which requires buying Summerset. Rele will boost your dps by about 5-10k depending how efficient you are with weaving LAs.

Well, that depends on what you are going to do. PVE or PVP.
Imo there are superb sets right from the Base game that can be as effective as the "top tier" sets, but thats again depending on you and what and how you want to play.

And since you seem to have the Elsweyr Chapter you have access ( if i´m not mistaken) to all the other chapters too where the biggest set differences are.

And if you want/need a specific craftable set piece and you do not own that DlC etc you can always ask someone to craft that for you OR buy it from guild stores.

Is Summerset not part of the base game now?

Although not sure what you would be wanting these sets for if you’re not doing the trials (which you need the various DLCs for), given so much of their bonuses are trials/dungeon focussed.

Or if you belong to a good size guild. They likely have a guild hall with all craftable station options available as a perk of membership. Dungeon sets bind on pickup so some sets will only be available from dlc or RNG golden vendor.

You'll want the velidreth helm, which is in Cradle of Shadows dungeon.

You'll want the Zaan helm, which is in the scalecaller peak dungeon.

Both of those are dlc dungeons. In addition you'll likely want the trials gear from Summerset.

Summerset is only part of the base game if you buy a new copy of ESO. Otherwise, you need to buy the Summerset DLC.

Summerset gives you Jewelry Crafting, which has uses in PVP and end game PVE alike. Relequen from the Summerset trial is indeed used primarily for end game PVE stam builds. Olorime is another Summerset BOP set that's very useful for healers.

OP: here's a general list of BOP gear from the DLC that might be meta depending on the content you want to do. You didn't clarify what type of content you want to do, so this is rather general.
Orsinium: Maelstrom Bow or Staff
Shadows of the Hist: Velidreth monster helm (potentially in Golden Vendor)
Clockwork City: Asylum Weapons
Dragonbones: Zaan monster helm (potentially in Golden Vendor)
Summerset: Relequen (Stam DPS), Olorime (healers)
Murkmire: Black Rose Prison weapons

In PVP, the meta gear won't carry you, and whether or not you want a trial/arena weapon really depends on the specifics on content or PVP build you play.

Orsinium and Murkmire.

The Helms show up at the golden from time to time. ...Zaan is a pain to get. A lot of bad pugs.

All the DLC dungeons, not trials, most offer sets for "fun/theme" builds.

As for the crafted sets, just join a guild with a crafting house.

idk what content you’ve been playing if you seriously think Rele isn’t extremely strong

Depends on what you mean by "must have". Best in slot? Yes, definitely. But you can be viable without as well in most situations. People were able to raid before these updates too after all.
Take Olorime for example. Pretty much a "must have" set for healers, because you can't pass up on Major Courage (unless another healer is already running it). But Spell Power Cure, which is now free for all, also gives Major Courage, just at a lower uptime.

So just use vanilla raid gear, but don't expect to be leading every scoreboard.

@Contaminate vSS for example where you can't get enough stacks of Relequen up because the dragons keep going out of reach. Lokkestiiz is way more universally applicable than Relequen and gives you more damage in most cases. Rele only dominates if the fight allows for it, which dummy parses obviously do.

vSS and vAS are the only two trials that come to mind where there’s significant downtime between viable combat phases that demand dropping Rele. vCR downstairs or vHoF top dps would opt our due to necessity of swapping their target during phases, but most older content is basically a dummy parse, meaning Rele is ideal for vAA, vSS, vHRC, vMoL. Even vCR for any stamDD not on portal duty.

It’s not very strict in conditions, and doesn’t require standing in one spot (the reason Siroria isn’t widely used). Lokk is the easy superior set if you only take one of the two, because it’s ridiculously easy to use and has no skill req’s inherent besides “don’t use up a synergy cooldown when a combat lull is about to happen”.

You dont need to but summerset it comes with eso plus now

If you (somehow) still use Werewolf in pve then add Blood moon set (Wolfhunter dlc) to the list. Previously you could use other, more accessible sets (such as hundings) but after ww nerf hammer, blood moon is pretty much your only option.

What if that was the true purpose of the "balance" changes and why they did not go all the way?

I think summerset is a must have, for jewelry traits. As for stamina sets, I only use mixes of Tzogvin, Vicious Ophidian, Lokkestiiz and Relequen depending on the situation. Grundwulf is the only Monster set I use that is not from the base game, and the Maelstrom bow is from Orsinium.
