Turns out, it is only an AoE on the perimeter. Stay inside it, and you'll be find.

✭✭✭Old dragons, got to the point I could just about solo, if slowly, until someone showed up because I had the fight memorized.
New dragons will come and chomp me. I jumped through the farm gate into a waiting red cone and got unrelenting forced right back out it and died. Not even mad, that was amazing. That's what's fun about these new fights.Main: Drio Azul ~ DC, Redguard, Healer/Magicka Templar ~ NA-PC

About that frost damage, I'm not entirely sure, but I think what really kills you is when you stay on the border of the blizzard, but if you stay inside is not that much dmg. Could be wrong. About the purge, you can get the one from Alliance is not that hard, I don't ever pvp but I had to get the Horn anyway I did 3 battlegrounds and got both.
You can stand behind or in the circle of that frost blizzard, just don't stand in that area where it is dealing aoe, nothing special really, "don't stand in fire" technique.2
