There is a massively viral problem with Public Dungeons.
Very many players are complaining about their time being wasted.
This can be for a number of reasons, although most often times it is because other players are trolling, deliberately wasting your time or generally incompetent for the dungeon, making it complicated and boring for experienced and casual players. This is my suggestion:
(1) Put a Timer on Completing Dungeons. This MEANS you choose the Timer BEFORE you run the dungeon.
(2) Create a "Player Card" with points/ranks/tally (optional)
(3) Make Gear and Drops Selectable, NOT Random
(4) Rewards for Time Completed
(5) Dungeon Que Will Only Pair Up Players That Are Around The Same Level

DUNGEON TIMER
Each dungeon will have a specific, fair alotted amount of time to complete. Depending on your time completed, you can earn extra rewards.
Example:
40 Minutes would be "Bronze Rewards"
20 Minutes would be "Silver Rewards"
15 minutes would be "Gold Rewards"
PLAYER CARDSThis can be seen by activating the "wheel options", the same way when you attempt to trade players and such or by checking Group Roster in Menu.
On a Player Card, you can view their ratings and completions of other dungeons. You will see the name of the dungeons they have done, and by clicking over that dungeon name, you will view their ratings on that dungeon.
Ratings on the player card are based on Timer Completion, X Amount of Times Run, and Points Given from doing such.
Players will be given points, tallies, or stars to depict their rating.Example:
A player wheels thru anothers Player Card. They see a list of dungeons they have done. They click on Fungal Grotto to view their ratingPlayer Name

SAME LEVEL QUE
This is pretty straight forward and needs little explanation.
Simply allow players that are generally equivalent in Champion Points/Level to group together for Public Dungeon Finder. If we want to play with, guide or assist lower levels, than we will group up with them seperately from Group Finder.
DROP RATESThis is also very straight forward and easy to explain.
Simply allow us to choose the items we would like to obtain from the dungeons we do.
This can be done with crates, per Boss.
Each boss that has been killed in a dungeon will drop a "Loot Crate".
A player can search the Loot Crate and choose any 1 item with a random trait, from that dungeon - instead of relying on RNG for a gamemode that already gambles your time and interest due to these afore mentioned issues. Now, try to imagine Dungeon Finder.
*You get a Ready Check for your dungeon que*
*You look at the players who are in the Ready Check and view the Player Cards*
*You see they are experienced with great ratings, and you know they are around your level*
*You join the dungeon and try to complete it under the alotted times to get better bonus rewards*
*If people start standing around or trolling you, you can leave instead of getting a bad rating*
*If and when players leave, the Timer still continues and the "Trolls" are left with bad ratings if they do not leave, as well. Players can no longer be kicked. Instead, you can leave*
*Lastly, every mini boss and final boss you defeat will drop a Loot Crate for you to choose a specific item to farm from the Dungeon*
