When multiple players have the same experience with the same fish, is it coincidence?

I'm starting to wonder if it's not just the fish itself, but the layout of the region's fishing holes. The lake ones in Auridon are ones and twos that aren't that close to a wayshrine (except for the one near Windy Grove). That means you're spending a lot more time in travel between them, with potential interruptions from the natives. Throw in a bit of conflict when mobs spawn next to the fishing holes, and the rare fish for the region gets the blame, when it's really the zone itself.
And it could be both effects at once. Over-rare fish in a badly laid-out zone.

Pick a low population server for Cyro, there's one on every platform. Also try and play during off hours. I did the dolmens, delve, skyshards and quest achievements on a PvE toon before I started to do PvP on another character. The skyshards within enemy gates, I had to check the map every once in a while to see when they were open and then just run in there. The rest were easy and it was rare that I encountered another player.
So I disagree with you as I had a blast doing them in Cyro before I thought PvP was fun in this game. Also, just riding around in Cyro is weirdly calming when there's no people in there, just a huge area to traverse that feels unlike everything else in the game.
I've started trying to get the master angular achievement, as i'm a altmer I thought i'd start in the more pleasant home lands of Auridon. I understand that this achievement is going to take some patience and time, but I was quite surprised to see I was catching all the fish i needed quite quickly. That was until I got to the last fish for this area ILYADFISH.... it won't drop!!! hours and hours of fishing the lakes. I keep getting everything but that damn fish.
It can't just be bad luck.....100's of fish, 100's of trophy fish, all them not the one i need. To Lorkhan with this fish!!!
