I suspect OP is more interested in the inventory space it would free up, not just the container.Do you play on PC? Because someone already did this FOR FREE. Unlike our good friends at Zenimax Online Studious who, in exchange for the cost of the game, chapters, DLC, subscriptions and clown purchases, have gifted us with one underwhelming UI.
Two other suggestions that would help, imo:- Allow seamless inventory swapping between characters - no need to have 15 of the same set with the same trait and same enchants. Technically you could do this now between bank and storage containers, but it's a time sucking pain in the ass.
- Allow sets to become collections. Once you've acquired a particular set piece in a particular tier, it becomes unlocked from that point forward. It would only take up an additional space if you changed the enchants for an alt. You could even be required to farm 8/9 traits before the unlock. Even with transmute, this would take 100's of stones per piece, requiring a certain amount of grind.
- Decon without craft bag should have the option to go straight to gold, even if at vendor prices.
- Non-specific containers should be able to be banked.
Inventory management and gear grind (esp for gear that is not necessarily difficult to obtain, only time consuming) shouldn't be as large a part of the game as it still is. New content and new sets would still require this until conditions above were met.
Just because you don't like the way something is doesn't necessarily make it wrong...

Something like this should absolutely be base game. If it isn't, it'll be yet another slip along the slope of rubbish predatory monetization for this game. As if we need yet another one of those after the gamble crates, monetizing our events, character progression in the cash shop, and cash shop exclusive inventory slots...0 -
