I mean, IC is pretty much a ghost town so to a certain degree it's more or less a PvE zone. But I still say no to your suggestion

There are only two zones for PvP. Anyone can go there at any time, but they just might experience some PvP which is how it should remain.

I cleared IC quests and sky shards on multiple characters and I have seldom been attacked. Just like in any PvP area, if you want to do PvE activities, go at low population and don't try to flip the district flags if they're owned by a different alliance. That may *** off players who farm Tel Var since it lowers the yield, so they'll come for you straight away

There should be a PVE only instance of IC without Tel Var and other PVP rewards.

I think ZOS should make it possible for us to attack other toons in PvE zones. Just think of it, if we could flip a switch at our liking and attack, this would be cool because you don't know who would be a friendly or who wouldn't be.

Dude....It's a PvP zone, if you're too scared to go into PvP, just stay out but leave it for the rest of us who enjoy the daily slaughter.
