Order Of DLC Question (Story Wise)

Starting from the Base Game and ending with Southern Elsweyr what's the order of the DLC in terms of story?

    You can pretty much go by order of release.

    you can do in any order you please, but you will certainly get more immersion if you start the contents by order of release

    Theoretically are Gold Coast, Hew's Bane, and Murkmire sufficiently independent that you can go in any order? Even before the base story?

    As far as I can remember, any NPCs that you could have met prior (in order of release) is locked behind prerequisites that would protect you from meeting them beforehand. (?)
    Sweetroll killer might be the exception but I'm not 100% sure.

    Gold Coast has some quests with NPCs from all 3 base game alliances, so those will be better saved until after the base game. The main DB quest should be fine.

    The others are fine in any order as far as I know.

    The main story arc ones are:

    Imperial City and its dungeons follow the end of the Main Quest.

    Daedric Wars Arc: Morrowind->Clockwork City ->Summerset

    Year of the Dragon: Wrathstone->Elsweyr->Scalebreaker->Dragonhold
    (But Wrathstone and Scalebreaker are optional to the story)

    The others are either standalone or have a minor connection to the chronology (DB and Orsinium).

    Wrathstone have you find the stone tablets Tharn will comment if you done the dungeon quests.
    However its two dungeon quests, they are well done, love the skeevaton phase in Frostvault, but still, Tharn will remark if you recovered them but its an dialogue line only.

    Grinding just make you go in circles.
    Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

    The Rivenspire zone and the main quest giver in Orsinium have a shared backstory. So it's slightly better story-wise to play through Rivenspire and learn the backstory before going to Orsinium.

    Also, you probably know that some of this year's dungeons are sequels to the base game dungeons Volenfell and Selene's Web. Strictly speaking, it's also the case that a couple of the Alik'r Desert delvers (the Dwemerish ones) lead up to Volenfell.

    And of course Summerset follows after the Main Quest in a pretty major way. Ideally, there's an NPC encounter in the Mage's Guild in the Gold Coast that comes inbetween, but it's very minor.

    Thieves Guild can be done at any point as there are no recurring characters nor mentions from other DLCs, as far as I can remember. Murkmire has only 2 recurring NPCs from Vivec City who had cameos in Morrowind main story. You can find them right next to Sweet Breeze Overlook. Plus, there is the well known unfortunate individual who you first meet in Glenumbra and keep running into in almost every DLC. The rest of the DLCs is best done according to release dates as already suggested for alternate dialogues and extra dialogue options that contain references to your actions from the past.
