FPS drops XBOX One

I've been experiencing massive drops on frame rate the last few weeks. Now it's basically anytime there is an enemy nearby it runs like trash. I'm thinking it's more of a hardware issue because after shutting down my xbox, unplugging it and then turning it back on it runs ok for a while. Anyone else experiencing this? It makes it very difficult to play when the fps dumps to PowerPoint prsentation levels.

I was having a lot of stuttering earlier this week on both NAXbox and EU Xbox and given that I'm Western US, I was surprised that EU was no better or worse than NA. I didn't play for a few days because it was making me dizzy. I wonder if the Disney+ rollout was bogging down the Xbox live servers. It was better yesterday.

Have you cleared persistent storage and MAC address, deleted everywhere your save file, set the recommended ports on your router, etc.?

I had some minor FPS issues on the final Southern Elsweyr mission last night but there were a lot of players doing the same thing.
