It's was a rather high probability that the server wouldn't cope with the Undaunted event. They have had the exact same problem a number of times.
But still they claim that they don't know what to do, they need to discuss a next step ???
Don't they ever plan ahead ? What Company doesn't paln ahead and have a backup plan ? Rhetorical question ofc the answer is ZOS but I find it hard to beleive that they failed to plan ahead given all their (bad) experience with crahings servers.

What should their backup plan be?

The biggest issue is they really can not stress test some of these systems. Sure, they work fine at normal loads, but get hit with big numbers an event triggers uncovers things that they may not have been able to measure.
Perhaps, they could offer an incentive to groups that form up and manually enter a dungeon, then use a token system to get the shiney at the end. Encourage folks away from the Group Finder for these events. Then those that are not able to manually find a group can still use the GF. Its not a perfect solution, bit it better than no event, or an event they have to shut down early.
It's been stress tested for years, what more info do they need ?
The Group finder can't be the issue, if so they would have fixed it long ago, it's server and possibly the game engines architecture or most likely a cobination of the 2.

I'm not an employee of ZOS, I don't spend my time thinking about a games pissible backup plans.
I know from my current and previous employments that when an incident occurs more then once you tend to learn from that and device a strategy in advance, in short, a backup plan.

The old group finder has been stress tested for years. The new group finder is a complete re-code from what everyone has been told, not a patch of the old system. Its an entirely new system. Its only been stress tested live for a couple months at most. ESO is a highly populated game, the true player base vastly outnumbers both the employees at ZoS and the number of people who use the PTS. Unfortunately some systems really are a Trial by Fire once they release them to everyone and in a lot of those trials their systems burn, obviously.
They thought the issues were fixed to at least an acceptable level, I'm sure. Writing and reworking code isn't a simple process. It only takes one line of bad code among countless pages to make a game malfunction. You just hope when it does that its a minor bug like weapon swap or running on top of mounts and not a critical failure like ctd's and failure to log-in/launch.
ZOS said they reworked the group finder.
Does this make it true?. No.
Stating something that no one can prove is worthless. Especially under the circumstances that this event has failed and melted the servers 3 years in a row. With the old finder and now, supposedly a new finder.
All i have witnessed is the player base being strung along with promises of improvement but the factual evidence is game performance has been steadily declining.
I’m frustrated just as much as the next person but don’t forget that they did implement a plan. They reworked the LFG finder and gave it the option to be tested on PTS. Unfortunately, the group finder tests aren’t anywhere near the amount of stress that the live server event could put on it. Yes, the issue falls on coding and the development team so on so forth, I get that. But after the event turned out into another disaster, they closed the event, and removed the impressario from the game, all so that we could play still without even longer loading screens and LFG bugs. It may not have all been the solution that we wanted but they were mildly fast with the action. I was on the forums at 10 when the event launched and 15 minutes in people were creating threads with issues and ZOS was collecting information and trying to diagnose the problem. Yeah, we are all mad that they had 3 years to get this right and it’s still a disaster but at least they changed it so we could play still and are communicating on the forum with updates.

I can't for the life of me understand why you feel that you need justify and support a company that fails to deliver ??
Don't they ever plan ahead ?
