Yeah I got the feeling that the activity finder was just the tip of the iceberg really. Now this is just me speculating mind, so don't take it for more than it is, speculation. But I wonder if a larger part of the problem was that the game had to create so many dungeon instances, with so many people wanting to run dungeons and that was the deeper issue. In which case even NA might have seen issues once they hit primetime too just like they did during the Witch event, though never quite as bad as EU.
Because it’s not just the group finder that is causing players to have long loading screens and/or disconnects whenever they change region/zone/room.
PC EU cannot cope with significant numbers of users doing anything that requires movement between zones.
Events like this are successful in bringing in numbers of players, who then move swiftly through multiple zones, rather than slow questing or staying in a single zone.
Group finder adds another layer of complexity on top of this. But if group finder was the only issue, then players porting into dungeons without using it would not have experienced long loading screens, disconnects etc.
