I think it's just a misunderstanding of the process.
It's not a constant 20%. It means that with a poison equipped, every light attack, heavy attack, or weapon ability has 20 chances to succeed and 80 to fail.
You can open up a support ticket to have the programmed values rechecked, but 110 is entirely too small of a sample size to confirm or reject this hypothesis.

They fixed a similar issue with Ravage Health and Creeping Ravage health poisons, too.
So it doesn't seem intended.

Most likely this is a bug, but I would rather they fix the more important bugs that stop people playing the game than dropping everything and focusing on this.
well there's no way this is true... has anybody here seen Crown Tri-Pots? Not only do they heal all 3 primary stats more than any in-game tripot can - but they also give Recovery (the sustain/regen) to all 3 primary stats, which you can't even get any Recovery stats in alchemy to begin with, it's not even possible. They're literally twice as good as the best possible crafted tri-pots.

This part is just wrong. You always get recovery with restoring any stat.

They’re incapable of fixing the big issues, they may as well fix the ones actually within their scope.
Any paid consumable being better than the best crafted one is bad. It doesn’t matter if it’s by 5% or 50%, it needs to go.

Lethal Poison as well has always had higher DoTs.
Crown Repair kits heal full inventory when best kits in game heal 1 piece at a time.
The Tri-Stat Crown Food and the Tri-Recovery drink are both better than the best in-game counterparts.
The crown consumables have always been direct upgrades to the best you could ever hope to achieve in-game. This has been a thing as long as these consumable have - how people are only noticing this now is completely baffling.
