What cooldown have flying blade skill? Can someone try it? Can be spamed as primary stamina attack?

    and what is stamina cost of flying blade? On esohead its 32stamina lvl1, on esowiki its 39 stamina. Has flying blade increased damage if compare to hidden blade?
