About zos support giving away prizes for contests run by players: How does it work exactly?

I'm asking this question purely out of curiosity and a slight concern but hear me out please. Read carefully.
I'm curious to know how zos protects such giveaways from being exploited by players. I have seen twitch streamers gift items to their close friends.(i don't wish to shame them, i dont care for twitch prizes myself tbh just used it as an example).
So what if i asked zos for giveaways in the pretence that i was running a legit contest only to give my giveaways to friends?
How is this sort of thing controlled by zos so people dont gift to people they know, like their closest friends.
Also can anyone ask support for giveaway donations? What is the criteria for getting crown store items for free?
Im asking this in a general manner as i have wondered for a very long time how it all works. Please be kind with your comments this is not aimed at anyone personally nor at any group of people in any way shape or form. I genuinely have pondered on this question for a long time 😊😊😊😊
