I'm confused by this
As @starkerealm indicated, there are CP-capped players who have been in one role, class, or content the whole time they’ve leveled to CP810 and beyond.
For example, a DPS PvE player now wants to try out tanking on a brand new character.
The player is at max CP ... but they’re just learning the ropes on a new role.2
