So, I have a ton of bookshelves for my house, but I can't seem to find any books to put ON the shelves. Which craft makes them? What are they called, so I can search the vendors for them?
I know there's the fancy books I can get from the Mystics, that I can interact with and read, I just want the cosmetic ones so there's books on the shelves.

There are. There's two Redguard shelves with books, at least one Dark Elf shelf with books. I think Murmkire, and Elsweyr both added more.
That said, expect to pay a serious premium for those shelves....but as far as I know there aren't any plain books as decorations besides the ones you buy from mystics.
There's some books in the store, but they cost crowns.0 -

✭✭✭✭✭There are some under the library section for crowns in the Home Decorating.
There is also the 36 volume set you can get from the achievement furnishet in Vvardenfell. It requires finding all 36 volumes around there. It’s 100k gold I think.2 -

✭✭✭✭✭As far as I know, the only purely decorative books (that you can’t interact with and read) are from the Crown store. Or you could replace your empty bookcases with prefilled ones. They aren’t available in every style but there is a variety (the large Alinor bookshelf, Hlaalu, two different Redguard and several Elsweyr at least). These aren’t too expensive and I think would be your best option.1 -

Be aware that most of the listed items are housing editor related and CS related.
Cheaper option: read all books in a set in Shalidor’s Library so that the collection can become available at the mages guild achievement furniture.

Skip the individual books. They're a housing slot nightmare anyway. Look for the pre-loaded bookshelves. Those are available in game. No crown store purchase required. And they're easier on your housing slot budget.2 -
