I was reminded of this while questing on a new character. While you're walking with Holgunn through the ruined section of the city on your way to meet Tonval Indoril, Holgunn comments on if the Bombardment will ever end.

There is no bombardment.

For the first part of the quest up to when you return from burning the Siege weapons on the beach, theres nothing happening. The city is quiet, there arent any fireballs coming down and Holgunn just keeps talking about something that isnt actually happening. And its been this way since i started playing back in '15.
