Why are shields so pathetically small and thin?

None of what you said is actually something to be limited while wearing full heavy armour even IRL. The hit to agility in full plate is very minimal.
In actual plate armour.
ESO plate armour, however, has spikes and sharp edges all over the place, huge blocks of metal floating around it, and other such stuff.0
