I tend to forget those are two seperate towns, until I get there and realise whichever service I need is in the other one.

Then head to the old newbie zones, which will eventually lead you to a Capital city where the Hooded Figure quest begins (Story)

Thanks for explaining that, didn’t realize they have to go to capital city first will edit my post.If you do the Soulshriven in Coldharbour quest, which takes you to The Wailing Prison, it then drops you onto your starting island (or nearby, if I remember correctly all 3 stories say you were fished out of the sea near the island). But it also gives you the introduction to the main storyline which means all the references to it throughout the story (especially references to having lost your soul) will actually make sense.
So you're only going to your alliance's main city to pick up that quest, then you go to the Wailing Prison, then the starter island, then back to the main city for the quests there and the other main story quests. It's an extra step which didn't used to be necessary but it was added in when Morrowind was released.
