Zaan procing very bad on shielded enemies?

Sometimes my zaan is procing very bad, that is it takes like 50 Light attacks (LA) to proc. I thought maybe sometimes it just dont realizes the set is on (happens sometimes with other sets too), but now i wonder if it is caused when the enemy uses shields. It procs on shields yes, i testet it, but it feels like it needs maaaaany LA before it procs on a shielded enemy.

I dont think there is any immunity to zaan other then the cooldown.PC/EU

In Sunspire Zaan couldnt procc in the beginning because of the hitboxes (alkosh also cant hit them right).
so they dont have immunity. just a problem with proc because of the hitbox2 -

on u i have 19-13 (K/D) and u know i always fight 1v1. Sometimes someone drops in unintended yes. DC is doing exact same, can only kill if outnumber me, so there is no difference at all.
